Well, he said he was going to do it, didn't he?
Originally, I just wrote Eastwood as a coffee addicted jerk with no scruples whatsoever. I wrote him out of the story later per his creator, Stuart Edney's request -- presumably because he had plans to feature him in the webcomic, Exterminatus Now, which he worked on with Lothar Hex's creator, Gary Webber right up until 2016 at least. His exit, however, was completely at odds with his character up to then. So, for the remaster, I decided I wanted to give him a goal to focus on, which would explain his eventual disappearance. Hence his single-minded obsession with GUN and the threat posed by them.
Eastwood is still a jerk, of course. He's meant to be. But he's a jerk with a purpose, at least.
Also, for the remaster, I wanted to start laying the foundations for a lot of what Cookirini gets up to later as early as possible. By really embracing what a shady character she was back then, so much of what she does later makes that much more sense.
